Observations Based on a physical plant tour, a review of facility policy and procedure and an interview with the Facility Director, the facility failed to ensure that the facility was free of rodents and insects.
The findings include:
An on-site investigation took place on April 21, 2011. During a conversation with the Executive Director, it was confirmed the facility had had a problem with bed bugs. It was reported that the Chester County Health Department became involved after a client reported to the hospital for treatment of bites and sores on his body. Documentation made available to the licensing specialist during the investigation revealed that the Chester County Health Department conducted an on site physical plant inspection on March 17, 2011 and did not find any bed bugs.
During the April 21, 2011 inspection by the Division, no bed bugs were found. A review of the facility policy regarding the removal of rodent and insect infestation revealed that the facility's policy only addressed the actions to be taken in the event of infestation; there were no measures outlined to ensure efforts to avoid future problems with bed bugs.

In addition, the wooden bed frames were trhown out and replaced with metal frames. Exterminator sprayed entire facility and will follow up in 3 weeks. All laundry, sheets and pillows were washed and dried. All patient clothes were dried. There is no evidence of any bed bug activity at this time. |
