INITIAL COMMENTS

This report is a result of an on-site licensure renewal inspection conducted on May 16, 2025 by staff from the Bureau of Program Licensure. Based on the findings of the on-site inspection OFM26701 YMCA of Reading Berks County, Camp Joy was found to not be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. Therefore, deficiencies were identified during this inspection and a plan of correction is required.

Plan of Correction

§ 717.19(a)(1)  LICENSURE Resident Rights

§ 717.19. Resident rights. (a) The licensee shall develop and implement written policies and procedures on resident rights which must include: (1) Residents shall retain all civil rights that have not been specifically curtailed by separate judicial or administrative determination by the appropriate legal authority.
Observations
Based on review of the resident records the recovery house failed to provide resident rights in 6 out of 6 resident records.

These findings were reviewed with the recovery house staff during the licensing process.

Plan of Correction
Following the review of client records, we have updated our Clients Rights documentation to ensure full compliance. Effective June 2, 2025, the updated Client Rights will be included in all client files and made readily accessible to all clients. Staff have been informed of these updates, and measures are in place to ensure continued adherence to clients rights.
