Observations Based on an annual licensing renewal inspection conducted on April 13, 2020 and through the review of personnel records and the facility's Staffing Requirement Facility Summary Report (SRFSR) form, the project failed to ensure that employee's #3 met at least one of the groups of qualifications outlined in this regulation. Employee #3 was hire on January 24, 2020 as a counselor and was a current employee at the time of the inspection. Employee #3 does not have a qualifying degree from an accredited college, nor does employee #3 have a full certification as an addictions counselor by a statewide certification body. These findings were reviewed with project staff during the licensing process.

Plan of Correction In an effort to address citation 704.7 (b) the following will be implemented.
Employee #3 will obtain a Certified Associate Addiction Counselor certification from the Pennsylvania Certification Board by 7/20/2020.
The Director of Programs will submit an exception request to the DDAP licensing department for counselor status for employee #3. The request will include previous supervision from prior employment, continuing education credits from Villanova, and a Therapeutic Addiction Counselor III certification.
Employee #3 was employed at a licensed drug and alcohol facility as a counselor from November 2016 until his hire date of 1/24/2020.
When hiring future counselors, the Director of Human Resources will verify that the degrees obtained are from an accredited university to avoid this citation in the future. |
