INITIAL COMMENTS

This report is a result of an on-site licensure renewal inspection conducted on March 5-6, 2020 by staff from the Department of Drug and Alcohol Programs, Bureau of Quality Assurance for Prevention and Treatment, Program Licensure Division. Based on the findings of the on-site inspection, Good Friends, Inc., was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this inspection:

Plan of Correction

704.11(c)(2)  LICENSURE CPR CERTIFICATION

704.11. Staff development program. (c) General training requirements. (2) CPR certification and first aid training shall be provided to a sufficient number of staff persons, so that at least one person trained in these skills is onsite during the project's hours of operation.
Observations
Based on a review of facility staff CPR/first aid certification cards, the facility failed to ensure that at least one person trained in first aid skills was onsite during the project's hours of operation. The facility had sufficient CPR coverage and some staff had first aid trainng previously; however, the facility was under the impression that the BLS on the CPR cards was for First Aid. A call to the trainer revealed that this was not the case and newer staff would require First Aid training. The facility was going to rework schedules to provide coverage until all staff were trained.

Plan of Correction
On March 9, 2020, the Executive Director: 1) Informed direct supervisors which of their staff members did not possess First Aid training and, to the best of their abilities, provide alternative coverage until those members acquired the training; 2) Informed direct supervisors to review basic First Aid procedures and material with any of these staff members in case any member needed to be utilized for shift coverage; and, 3) Contacted our CPR/AED Trainer to discuss our need to convene a First Aid class. The class was scheduled for April 1, 2020 but cancelled by the COVID-19 restrictions. When those restrictions are lifted to allow for this class to be conducted the Executive Director will again contact our CPR/AED Trainer to schedule the class. Our goal is to convene the class within one month from the date the state's restrictions are lifted.
