This report is a result of an on-site complaint investigation conducted between Januray 23 -25, 2024 by staff from the Bureau of Program Licensure. Based on the findings of the on-site complaint investigation, 23056701 Westmister HOmes of the Lehigh Valley was found not to be in compliance with the applicable chapters of 28 PA Code, Chapter 717 which pertain to the facility.

§ 717.25(a)(1) LICENSURE Financial transactions
§ 717.25. Financial transactions.
(a) The licensee shall develop and implement written policies and procedures to maintain a complete record of collection of fees, payments and deposits between the licensee, the drug and alcohol recovery house or its employees and the resident or on behalf of the resident in accordance with standard accounting practices. The record must include:
(1) All fee deposits, resident fees and other monetary transactions between the drug and alcohol recovery house and the resident.

Observations
Based on the complaint investigation the recovery house failed to develop and implement proper written policies and procedures regarding payments and deposits between the licensee and the resident.
This finding was reviewed with the recovery house.

Plan of Correction
WHLV does not take deposits. No deposit was taken. In regards to payments, to the regards to WHLV policy and procedures, WHLV does not refund rent payed for current week once week has started. This policy is in WHLV's resident handbook, but WHLV will update to make this more clear that no refund will be given for week started and payments made for week(s) ahead will be refunded. |
