INITIAL COMMENTS

Based on the concerns arising from COVID-19, The Department of Drug and Alcohol Programs, Bureau of Quality Assurance for Prevention and Treatment, has implemented temporary procedures for conducting physical plant inspections virtually for capacity increase requests.
Since this was a virtual physical plant inspection regarding a capacity increase request, not all regulations were reviewed. The facility will be notified by a separate letter of the determination regarding the request. During future inspections, all regulations will be reviewed for compliance.
This report is a result of a virtual physical plant inspection for a capacity increase request conducted on August 5, 2020 by staff from the Department of Drug and Alcohol Programs, Bureau of Quality Assurance for Prevention and Treatment. Based on the findings of the virtual inspection, Pennsylvania Adult & Teen Challenge was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this inspection:

The nonresidential facility shall:
(2) Maintain counseling areas with furnishings which are in good repair.

Observations
Based on a virtual inspection and review of submitted photographs on August 5, 2020, the facility failed to maintain counseling areas with furnishings which are in good repair.
The carpet in the group room and adjoining counseling office directly across from the currently licensed group counseling room was torn and not in good repair.
These findings were reviewed with facility staff during the virtual inspection.

Plan of Correction
On 8/14/2020 Pennsylvania Adult and Teen Challenge will replace the flooring in the counseling group room and office area that was identified during the inspection. The operations director team will conduct monthly inspections to ensure all flooring is in good working order. |
