INITIAL COMMENTS

This report is a result of an on-site licensure renewal inspection conducted on January 25-26, 2009 by staff from the Division of Drug and Alcohol Program Licensure. Based on the findings of the on-site inspection, The Family Center Of Thomas Jefferson University (MATER) was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this inspection and a plan of correction is due on February 20, 2010.

Plan of Correction

705.28 (d) (7)  LICENSURE Fire safety.

705.28. Fire safety. (d) Fire drills. The nonresidential facility shall: (7) Set off a fire alarm or smoke detector during each fire drill.
Observations
Based on a review of administrative documentation and an interview with the facility director, the facility failed to document an an annual inspection of the fire alarm/smoke detector system.

The findings include:

The facility ' s fire drill records were reviewed and an interview with the facility director was conducted on January 26, 2010. Because the facility does not activate the alarm system during fire drills, they were required to document an annual inspection of the fire alarm/smoke detector system to ensure its functioning. At the time of the inspection, the facility did not have proof of an annual inspection of the alarm system. The facility director confirmed they did not have documentation of the inspection of their alarm system.

Plan of Correction
The annual inspection of the fire/alarm/smoke detection system is completed by the Kartmann Alarm Company in February. The completed report, along with any plans for correction, will be obtained from the owners(Traditions of America)for 1233 Locust Street, Philadelphia, PA, within 30 days of the inspection. The annual inspection will be kept on file for DOH review.
