INITIAL COMMENTS

This report is a result of an on-site licensing inspection conducted on October 10 - 11, 2013, by staff from the Division of Drug and Alcohol Program Licensure. Based on the findings of the on-site licensing inspection, Parkside Recovery was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this inspection.

Plan of Correction

704.11(c)(1)  LICENSURE Mandatory Communicable Disease Training

704.11. Staff development program. (c) General training requirements. (1) Staff persons and volunteers shall receive a minimum of 6 hours of HIV/AIDS and at least 4 hours of tuberculosis, sexually transmitted diseases and other health related topics training using a Department approved curriculum. Counselors and counselor assistants shall complete the training within the first year of employment. All other staff shall complete the training within the first 2 years of employment.
Observations
Based on a review of employee records and a review of the Staffing Requirements Facility Summary Report, the facility failed to ensure that staff persons and volunteers received a minimum of 6 hours of HIV/AIDS and at least 4 hours of TB/STD and other related topics training within the required time frame in one of four employee records.

The findings include:

The Staffing Requirements Facility Summary Report and four support staff employee records were reviewed on October 10, 2013. The facility failed to ensure that employee # 12 completed a minimum of 6 hours of HIV/AIDS and at least 4 hours of TB/STD training within the first 2 years of employment.

Employee # 12 was hired as a security guard on January 24, 2011 and was to have received 6 hours of HIV/AIDS and at least 4 hours of TB/STD training by January 24, 2013. The facility failed to ensure that employee # 12 received 6 hours of HIV/AIDS training and at least 4 hours of TB/STD training as of January 24, 2013. Employee # 12 did obtain 4 hours of TB/STD training but it was late as it wasn't completed until April 26, 2013.

The Project Director confirmed the findings.

This is a repeat citation. The facility was previously cited for non-compliance on 12/14/12.

Plan of Correction
Employee #12 is scheduled for HIV/AIDs training on November 15. NHS, Parkside Recovery's parent program has implemented a Learning Management System which will assist in scheduling and monitoring all mandatory and required trainings. HIV/AIDS and TB/STD trainings will be scheduled twice a year in order to assure all new staff receive the trainings. The Training Manager will be responsible to schedule trainings. The Training Manager and the Program Director will discuss in weekly meetings the status of all staff trainings to ensure this deficiency does not re-occur.
