The findings include:
During the two day licensing inspection, the heat in the building was not functional. The outside overnight temperatures for the area was 30 degrees. There was a note by the elevator on October 12, 2012 stating they were working on the boiler system and planned to have heat by next week.
The findings were reviewed with the facility director and were not disputed.

Plan of Correction Because the temperature inside the building was less than 65 degrees, the facility director instructed the clerical staff to call all scheduled clients in the Franklin office to be seen in the Oil City office until further notified that the boilder was fixed. Anyone who did not have transportation to the Oil City office was provided transportation from their homes to the office they were to be seen in. A note has been placed on the first floor and also on the door of the D&A office in Franklin as regards to this. Clients will not be seen in this office if the inside heat is not 65 degrees or above.
Two thermometers have been purchased for the Franklin office. One was placed in the office of the facility director at the end of the hall and one was placed outside of the IOP group room where many of the clients are seen. The temperature inside the building will be checked daily by the facility director and/or the fire coordinator to ensure it is not below 65 degrees. The fire coordinator will notify the facility director immediately if the temperature is below 65 degrees. In this event, all active clients will be seen in the Oil City office. It is ultimately the responsibility of the facility director to ensure that weather conditions are being monitored on a daily basis. |
