INITIAL COMMENTS

This report is a result of an on-site licensure renewal inspection conducted on September 30, 2024 by staff from the Department of Drug and Alcohol Programs, Bureau of Program Licensure. Based on the findings of the on-site inspection, Alpine Springs Linsville LLC, DBA Alpine Springs Rehabilitation and Recovery Center LLC. was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. This was a relocation inspection occurring simultanously with a renewal inspection so not all regulations were reviewed. During future inspections, all regulations will be reviewed for compliance. The following deficiencies were identified during this inspection:

Plan of Correction

705.4 (3)  LICENSURE Counseling areas.

705.4. Counseling areas. The residential facility shall: (3) Ensure privacy so that counseling sessions cannot be seen or heard outside the counseling room. Counseling room walls shall extend from the floor to the ceiling.
Observations
Based on a physical plant inspection, the facility failed to ensure privacy so that counseling sessions cannot be seen or heard outside the counseling room. There were cameras located in the main group room and smaller group room, which allowed for therapy sessions to be recorded.

This finding was reviewed with facility staff during the licensing process.

Plan of Correction
During the physical plant inspection on 9.30.24, this was discussed, and we were informed of the option to remove the cameras, cover them up, or apply for an exception on the DDAP professional's page. On 9.30.24 we applied for an exception for group rooms to be seen, not heard on the DDAP website per instructions given to us.

In the meantime, the cameras group areas were unplugged. The plan is to have them unplugged when groups are in session and plug in when the space is utilized as a common area for the safety of clients and staff. If the request to be allowed to have counseling areas seen and not heard is not approved, the cameras will be unplugged during group/counseling sessions. If it is approved, they will be plugged back in.
