705.8. Heating and cooling. The residential facility: (1) Shall have a heating and cooling ventilation system that is adequate to maintain an indoor temperature of at least 65F in the winter. When indoor temperatures exceed 90F, mechanical ventilation such as fans or air conditioning shall be used.
Observations
The facility failed to maintain an indoor temperature of at least 65F degrees.

Based on an interview with the facility's Clinical Director, it was discovered that the facility's HVAC system malfunctioned on 9/19/2020 allowing the temperature to drop to 58F degrees. The facility has been having problems with the HVAC system maintaining the set temperature in the female rehabilitation/treatment unit of the facility.

Plan of Correction
On October 2nd, The Program Director spoke with the Northumberland County Commission maintenance department to report ongoing concerns with the heating system in the woman's unit. The system was temporarily fixed on 10/5/20 to allow the system to appropriately function as expected. A part for the motherboard system was ordered and is expected to be installed no later than 10/31/20. The Program Director will be responsible for making a daily check to ensure the thermostats in each of the dorm areas are registering at or above 68 degrees. In addition, the Program Director will be responsible for ensuring all HVAC repairs are performed in a timely manner to avoid temperatures falling below 68 degrees in all sections of the building if the system is not functioning appropriately.
