INITIAL COMMENTS
 
This report is a result of a supervisory review of the written report of the findings of an on-site licensing inspection that was conducted on October 17 2018 and October 18, 2018 by staff from the Department of Drug and Alcohol Programs, Bureau of Quality Assurance for Prevention and Treatment. Based on the supervisory review of findings from the on-site inspection, Huntington Creek Recovery Center was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this supervisory review:
 
Plan of Correction

704.11(c)(1)  LICENSURE Mandatory Communicable Disease Training

704.11. Staff development program. (c) General training requirements. (1) Staff persons and volunteers shall receive a minimum of 6 hours of HIV/AIDS and at least 4 hours of tuberculosis, sexually transmitted diseases and other health related topics training using a Department approved curriculum. Counselors and counselor assistants shall complete the training within the first year of employment. All other staff shall complete the training within the first 2 years of employment.
Observations
The facility failed to ensure that support staff received at least 6 hours of HIV/AIDS training and at least 4 hours of TB/STD training within the first two years of employment.

Staff #14 was hired on February 5, 2015 as an Aftercare coordinator. Staff #14 should have received HIV/AIDS training no later than February 5, 2017. Staff # 14 did not receive HIV/AIDS training until September 6, 2017.

Staff #15 was hired on July 31, 2015 as a Tech. Staff #15 should have had HIV/AIDS and TB/STD training no later than July 31, 2017. Staff #15 received HIV/AIDS training on February 14, 2018 and TB/STD training on February 17, 2018.

These findings were reviewed with facility staff during the licensing process.
 
Plan of Correction
The Human Resource Director has developed a spreadsheet which is reviewed in staff meetings quarterly. In this spreadsheet HR Director will identify staff that need to be trained for HIV/AIDS and TB/STD. In addition, Human Resource Director has also arranged through the PCD that HCRC will be offering both trainings in house every year. Staff within the first two years of employment will be mandatory to attend, and this will be monitored and reviewed during leadership meetings quarterly by HR director, and Facility Director.
