INITIAL COMMENTS
 
This report is a result of an on-site licensure renewal inspection conducted on November 5 through 7, 2007 by staff from the Division of Drug and Alcohol Program Licensure. Based on the findings of the on-site inspection, A Better Today, Inc was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this inspection and a plan of correction is due on December 10, 2007.
 
Plan of Correction

709.22(e)(2)  LICENSURE Governing Body

709.22. Governing body. (e) If a facility is publicly funded, the governing body shall make available to the public an annual report which includes, but is not limited to: (2) A financial statement of income and expenses.
Observations
Based on a review of the 2006 annual report, the facility failed to include a financial statement of income and expenses.
 
Plan of Correction
#0139: The Executive Director will instruct A Better Today's accountant to create a statement of income and expenses, which will be specifically attached to the 2007 annual report. This report will be created on an annual basis. Time frame 90 days.

704.12(a)(6)  LICENSURE OutPatient Caseload

704.12. Full-time equivalent (FTE) maximum client/staff and client/counselor ratios. (a) General requirements. Projects shall be required to comply with the client/staff and client/counselor ratios in paragraphs (1)-(6) during primary care hours. These ratios refer to the total number of clients being treated including clients with diagnoses other than drug and alcohol addiction served in other facets of the project. Family units may be counted as one client. (6) Outpatients. FTE counselor caseload for counseling in outpatient programs may not exceed 35 active clients.
Observations
Based on a review of facility documents, the facility failed to meet the outpatient ratio of 35:1. The ratio was 47:1.
 
Plan of Correction
#0103: The Executive Director will instruct the Clinical Supervisor to assign an additional counselor to the hazleton facility in order to comply with the maximum clinet/counselor ratios requirements as referenced in 704.12. The clinical supervisor will insure that the FTE counselor caseload for counseling in our outpatient program in the hazleton facility does not exceed the directed ratio. Time frame will be 15 days.
