This report is a result of an on-site licensing inspection conducted on June 8, 2012, by staff from the Division of Drug and Alcohol Program Licensure. Based on the findings of the on-site licensing inspection, The Program for Offenders, Inc was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. (d) Provisions shall be made, through written agreement with a licensed hospital or physician, for 24-hour emergency psychiatric and medical coverage.

Observations Based on a review of letters of agreement, the facility failed to provide documentation of a written agreement with a licensed hospital or physician for 24-hour emergency medical and psychiatric coverage.

The letters of agreement were reviewed on June 8, 2012. No letter of agreement regarding 24- hour emergency medical and psychiatric coverage was documented.
The facility director was present for an interview on June 8, 2012 and did not dispute the findings.

Plan of Correction The Program for Offenders, Inc. will obtain a letter of agreement for 24 hour emergency medical and psychiatric coverage from UPMC Health Care System in the local area before accepting client's into the out-patient program. The executive director is working to establish an agreement by 7-31-12 with UPMC or a physician. |
