INITIAL COMMENTS
 
This report is a result of an on-site licensure renewal inspection conducted on October 27, 2020 by staff from the Department of Drug and Alcohol Programs, Bureau of Quality Assurance for Prevention and Treatment. Based on the findings of the on-site inspection, UPMC McKeesport Hospital was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this inspection:
 
Plan of Correction

704.11(c)(1)  LICENSURE Mandatory Communicable Disease Training

704.11. Staff development program. (c) General training requirements. (1) Staff persons and volunteers shall receive a minimum of 6 hours of HIV/AIDS and at least 4 hours of tuberculosis, sexually transmitted diseases and other health related topics training using a Department approved curriculum. Counselors and counselor assistants shall complete the training within the first year of employment. All other staff shall complete the training within the first 2 years of employment.
Observations
The facility failed to ensure that staff received receive a minimum of 6 hours of HIV/AIDS and/or at least 4 hours of tuberculosis, sexually transmitted diseases and other health related topics training in six of six personnel records.



Employee # 3 was hired as a counselor on May 28, 2019. The mandatory trainings were due to be completed by May 28, 2020. There was no documentation that the trainings had been completed.



Employee # 7 was hired as an evaluator clinician on August 17, 2018. The STD/TB mandatory training was due to be completed by August 17, 2020. There was no documentation that the training had been completed.



Employee # 8 was hired as a patient care technician on January 22, 2018. The mandatory trainings were due to be completed by January 22, 2020. There was no documentation that the trainings had been completed.



Employee # 9 was hired as an evaluator clinician on May 29, 2018. The STD/TB mandatory training was due to be completed by May 29, 2020. There was no documentation that the training had been completed.



Employee # 10 was hired as an evaluator clinician on July 22, 2018. The mandatory trainings were due to be completed by July 22, 2020. There was no documentation that the trainings had been completed.



Employee # 11 was hired as an evaluator clinician on August 7, 2017. The STD/TB mandatory training was due to be completed by August 7, 2019. There was no documentation that the training had been completed.





These findings were reviewed with facility staff during the licensing process.
 
Plan of Correction
1. UPMC McKeesport Hospital Addiction Medicine Services will assure that all employees and volunteers receive a minimum of 6 hours of HIV/AIDS and at least 4 hours of tuberculosis, sexually transmitted diseases and other health related topics training using a Department approved curriculum. Counselors and counselor assistants shall complete the training within the first year of employment. All other staff will be expected to complete the trainings within the first 2 years of employment

2. The program Manager will be responsible for monitoring that all staff required to have the said trainings acquired so within the regulatory time frame of 1 year for all Counselors and counselor assistants and 2 years post hire date for all other staff.



Employee # 3 to acquire HIV/AIDS and TB/STD training through an onsite training provided by UPMC McKeesport Addiction Medicine Services Nurse Clinician and Resource Specialist by 12/1/2020.

Employee # 7 to acquire TB/STD training through an onsite training provided by UPMC McKeesport Addiction Medicine Services Nurse Clinician and Resource Specialist by 12/1/2020.

Employee # 8 to acquire HIV/AIDS and TB/STD training through an onsite training provided by UPMC McKeesport Addiction Medicine Services Nurse Clinician and Resource Specialist by 12/1/2020.

Employee # 9 to acquire TB/STD training through an onsite training provided by UPMC McKeesport Addiction Medicine Services Nurse Clinician and Resource Specialist by 12/1/2020.

Employee # 10 to acquire HIV/AIDS and TB/STD training through an onsite training provided by UPMC McKeesport Addiction Medicine Services Nurse Clinician and Resource Specialist by 12/1/2020.

Employee # 11 to acquire TB/STD training through an onsite training provided by UPMC McKeesport Addiction Medicine Services Nurse Clinician and Resource Specialist by 12/1/2020.
