This report is a result of an on-site complaint investigation conducted on May 16, 2019 by staff from the Bureau of Quality Assurance for Prevention & Treatment. Based on the findings of the on-site investigation, Conewago was found to not be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. |

709.30 (2) LICENSURE Client rights
§ 709.30. Client rights.
The project shall develop written policies and procedures on client rights and document written acknowledgement by clients that they have been notified of those rights.
(2) The project may not discriminate in the provision of services on the basis of age, race, creed, sex, ethnicity, color, national origin, marital status, sexual orientation, handicap or religion.

Observations The project failed to ensure clients rights. A client was discriminated against due to his/her religion.
A client was not able to observe his/her religious beliefs while in treatment. The client's prayer schedule and fasting practices were not respected which were crucial to the client's religious practices.

Plan of Correction The Facility Director will facilitate a cultural sensitivity training to all staff at the next staff meeting on June 19, 2019. Regular staff training on cultural sensitivity will occur on a quarterly basis. Prayer schedules and fasting practices are currently being accommodated for clients at this time. The facility will be in full compliance with this regulation no later than June 19, 2019. |
