This report is a result of a complaint investigation conducted on August 5, 2020, by staff from the Department of Drug and Alcohol Programs, Bureau of Quality Assurance for Prevention & Treatment. Based on the findings of the investigation, Blueprints for Addiction Recovery, Inc., was found not to be in compliance with the applicable chapters of 28 PA Code which pertain to the facility. The following deficiencies were identified during this investigation and a plan of correction is required. |

709.32 (c) (2) LICENSURE Medication control
§ 709.32. Medication control.
(c) The project shall have and implement a written policy and procedures regarding all medications used by clients which shall include, but not be limited to:
(2) Drug storage areas including, but not limited to, the secure storage of controlled substances and other abusable drugs in accordance with State and Federal regulations and program requirements.

Observations The facility failed to provide a medication control policy that was in compliance with the regulation.On August 5, 2020 a physical plant inspection was conducted to ensure that no client medication was being stored in the non-residential facility, per the complaint. It was observed that a safe in the tech office contained client medication, as well as several over the counter medications which were for client use. The facility staff was notified of this during the investigation.

Plan of Correction The Compliance Officer and Program Director will update the Medication Control Policy to bring it into compliance with state and federal regulations. Starting at the time of the survey exit, Facility Staff stopped and will no longer be storing, dispensing or administering medication at the facility. The Program Director will monitor to ensure compliance with this policy & procedure. |
