This report is a result of an on-site physical plant inspection conducted on November 15, 2017 for a capacity increase request by staff from the Department of Drug and Alcohol Programs, Program Licensure Division. Based on the findings of the inspection St. Joseph Institute, LLC, was found to be out of complaisance with 28 Pa. Code Part V as it relates to this facilty. 705.10 (a) (1) (ii) LICENSURE Fire safety.
705.10. Fire safety.
(a) Exits.
(1) The residential facility shall:
(ii) Maintain a minimum of two exits on every floor, including the basement, that are separated by a minimum distance of 15 feet.

Observations Based on observation during the November 15, 2017 onsite inspection, the facility failed to maintain a minimum of two exits on every floor.
The findings include:
The facility lacked two exits from the third floor (finished attic).

Plan of Correction The facility is requesting an exception to the regulation requiring that every floor be provided with two exits. The third floor is a finished attic, but is only used for mechanical purposes and will not be used for any other purpose. The facility has locked the attic entrance and only authorized staff has a key to the lock. The attic is located in a locked and empty room. This empty room is not used for any purpose. If the exception is not granted, the facility will correct the deficiency prescriptively. |
